1. alternate root are not about different name servers but additional
name servers.
2. alternate root/nameservers is a built in possibilibty of the DNS
anyone may use today. This is a private decision of the User.
The target is not to block market demand for alternative root, so
it ispossible to conduct an orderly opening of new TLD and
extended services. So everyone is informed enough of what he
gets and whet he does. Blocking it as ICANN does leads to
a blunt "deregulation" with a bug fight between Verisign, AOL,
MS and others. I would prefer avoiding that Internet War.
