This is exactly the IETF model. It has worked well for 12 years, and
through massive increases in participation.

ps. Anyone inclined to dismiss the IETF experience, on the basis that
engineering group processes are unrelated to the sort of work ICANN must
do, needs to gain some experience with the personalities and dynamics of
the IETF...
