In a certain sense, you are right, the ones that speak are always the same.
But on the other hand, you have to admit that even on the lists the messages
come often from the same limited (numerically) subset.
I don't have an easy answer: we should try our best to increase remote
participation, but I don't think that this will dramatically change the
situation. Just on one question I think we should be clear: the voting at
physical meetings should be considered as indicative, while a real vote
should be done online.
BTW, this is why I insisted, without success, to have a real motion to vote
online to ratify some of the votings in Marina del Rey.
