Let's assume unlimited resources and unlimited connectivity.
Now, we have a Board meeting underway with (choose
a number) participants.  [Of course, the complexity grows
geometrically with increasing numbers.]

This is doable, and ICANN won't make it unless we solve
this problem.  But I would suggest that parliamentary procedure
will trump connectivity as the "real" question.

In the well of the House of Representatives,
you can have hundreds of Congresshumans wishing to be recognized --
and the Speaker gets to choose who gets the dais.

In this little hothouse, we shouldn't even hope that those that
_don't_ get recognized are going to behave with civility.

But here, unlike Congress, it _is_ possible for everyone who has
something to contribute to have it recorded contemporaneously
in a live on-line journal of proceedings.  [ Congresshumans only get
to doctor the Congressional record after the fact. ;)]

But the potential cacaphony is a daunting thing.

Still, I agree with Froomkin that we should give it a whirl.
