Spinoff important? (Re: [ga] Re: Board descisions)

Another interpretation is that the *threat* of being forced to spin off the 
registrar allowed competition for registrar services to happen.
If this interpretation is correct, the threat has to remain active somehow 
in order to ensure fair treatment of all registrars.
