It isn't.

I had a discussion with Vint about this, in Melbourne.

When people go to school to learn to write and express themselves, the 
focus in on learning to say what you mean.  In a politicized environment 
like ICANN, the style of public speech needs something entirely 
different:  Statements need to worry about protecting against what the 
speaker does NOT mean.

Think about how bizarre it is that you are willing to believe that 
something is true simply because Vint's wording was not specific enough to 
exclude it.
