The fully level playing field comes in 2007 under the new agreements.  We
are better off staying with the existing agreement if there is no meaningful
incentive to renegotiate now.

I agree with this in principle, but in practice the .com agreement is more
favorable than any other (e.g. "presumptive renewal"). Why not completely
level the playing field and make all registry agreements standard?

It just makes no sense to me to give the operator of what has been a
monopoly registry business a more favorable contract than its would be
competitors and to do so in the name of competition. (And one solution might
be to amend the new TLD contracts to conform with the proposed .com, not
necessarily to pare the proposed .com back to the new TLD contracts.)
