William,
I don't expect to change your mind but I am again bothered by your use of
the word 'extortion.' I know that analogies are never perfect, but let me
use one anyway to illustrate how your reasoning sounds to me: Consider a
person considering buying a new car even though he/she already has a car; is
it extortion if the buyer tells the salesman, "unless you agree to these new
terms, I will just keep my old car?"
There is an existing agreement already in place; it was negotiated and
executed by all three parties after public comment and debate and it
contains terms that offer an extension until 2007 if specific conditions are
met. A new option has now been put on the table to replace the existing
agreement. Some think the new option is advantageous, some do not. If that
new option is not accepted, the existing agreement will continue.

Sounds like extortion to me.
Give us what we want, or we will do this........
In any event, I see nothing there that changes my mind that the new
agreement should not be entered into.
