It is not too difficult to implement and operate a manual screening process
for a small number of names. Relatively speaking it is still more costly
and time consuming per name. But as the volume of registrations increases,
it is extremely difficult to continue to expand manual processes to
accommodate the growth. That is exactly what happened with .org and .net.
Manual processes do not scale well.
