Whether or not the exactness of this statement is one hundred percent accurate
(i.e. we have guidelines for examiners here not law for registries) this concept
is too often ignored and lends to much of the wasted fighting over consensus.  I
do not believe the U.S. Gov. is so lame they just look at finished work but rather
at the whole process.  These lists are their free consultants. They can especially
use these lists to test political winds and support for things such as monopolies.
