No, this does not carry to that kind of conclusion, Kent. The actual
charter for .org simply says organizations that don't fit elsewhere.
It doesn't say anything about WHY they might not fit elsewhere, nor
does it in any way imply or state anything about restrictions. If
anything it directly implies that it is the only of the two that is
unrestricted, being the catch all.
