The best way to do that is on a national basis as the laws differ from country
to country.  That is why Australia has the 2LD .org.au which is strongly policed
locally.  In the US they can use .org.us if they want.  Or create a new TLD like
.asn (association) etc.

If you are going to change the charter for .org, you should do it for .com also
and make sure that the registrant is a registered commercial organisation.  That
would slow down the boom in dorcom sales and hurt Verisign in the financial back
pocket.
