AFAICT, BIZ is not yet approved by DOC/NTIA. There is some doubt that they
will. Prudent business planning would hope for the best, but modify external
behavior according to middle or worst-case scenarios, and plan/pave
contingency partnerships. He may be doing his client a dis-service.
