The current answer is that a proper Registry is what comes out from the
ICANN accreditation.
We may all (well, almost all) agree that so far the process has not been hte
best: rushed evaluation, decisions not always giving the impression of being
well informed (I still laugh about the motivation on .air converted to
.aero), and more.
Maybe a WG on criteria and process for future expansion would make sense!
But what you are proposing is a WG to throw away what has been done so far,
and restart again (in the best traditions of Internet Governance: when one
way or the other new TLDs are about to be added, opla', let's start all
over).
Mmmmhh! - went there, seen that ;>)
