Are you sure? I would sooner expect that this first phase sets a
precedent. Now *that* is the problem.

Is anyone seriously expecting that a next round will not include a
$50,000 application fee? On your reasoning it may even be higher, as
more organisations may a get a taste of it and are expected to
apply. Barriers higher and higher, that keep all non-commercial
entities safely out.
