William Walsh has availed himself of the opportunity to comment on his view
of the appropriateness of the actions of the elected Chair and Co-Chair of
the General assembly, several times. It is his prerogative to do so. He
has argued that the role of Chair and Co-Chair has been defined by the
precedent established by Roberto and Harald. To some degree this is true.
It is equally true that Patrick and I campaigned on a platform of change,
recognizing that the DNSO is an evolving institution which requires a
modicum of change to meet the challenges we must now embrace.
The voters of the GA made the decision to select the two of us to champion a
new effort to focus the efforts of the General Assembly. This was the
collective will of an electorate that recognized the need for change. As
such, it is my sentiment that this Assembly should take a very dim view of
Mr. Walsh's implied threat to launch a campaign directed at the Names
Council to overturn the decisions of this body -- the GA is not well served
by such measures.
The voters of the General Assembly through an election process have made
their intent known, offering us the opportunity to do our jobs as best we
can. We know our duty and we will continue to work for the benefit of the
GA. While some may have issues with our performance in the scant few weeks
that we have held these elected positions, what is abundantly clear to
everyone is that this list suffers from a lack of proper decorum. It is a
factor which has driven many away from the list and which continues to
compromise efforts to enhance participation in the activities of the GA.
This pattern of constant sniping and badgering must come to an end. As the
topic of rules and protocols has recently been raised by a number of
commentators, I am now calling for the establishment of a committee to
address this and related issues and to draft a proposal for consideration by
the full membership of the GA. This committee will be self-organizing, open
to all, and will temporarily post to ga-watchdog@dnso.org (archives at
http://www.dnso.org/clubpublic/ga-watchdog/Arc00/ ) until such time as we
can arrange with the DNSO Secretariat for a permanent committee mailing
list. I expect a document by the time we are ready for Stockholm, if not
sooner.
