Perhaps it's just a sign of French bureaucracy?

a.) Maybe it required a requisition form B503 be signed by 15 department
heads, sub heads, and project managers, then sent to some unknown Govt dept
for a stamp, then submitted in triplicate to the Bureau of Internet Mail
Server Monitoring for approval.

Separate applications required for each list, of course.

Maybe that's where the 20 hours got eaten up?

b.) Or was it a standard computer company inflated quote, designed in the
knowledge that the person approving the expenditure knows absolutely
nothing about the real cost of a service?
