[ga] Authority to control ISPs
(excerpt from the Lynn Paper)
"Over the past several years, some groups have established alternative
root nameservers on the public Internet that distribute different
information than the information distributed by the standard root
nameservers. These groups then seek to persuade ISPs and Internet users
to replace the pre-stored IP addresses of the standard root nameservers
with those of their alternative servers. For a variety of reasons, these
alternative roots have not to date enjoyed a significant level of usage
on the public Internet."
In order to not upset the Ostrichs with their heads in the sand, the
following was deleted prior to the release of Mr. Lynn's paper;
"Because of the above, APNIC is hereby directed through the terms of the
contract with ICANN to cease any and all service to any ISP who does any
business with any other root. Further any and all ccTLDs who do not pay
directly to ICANN ten percent of all registration fees shall loose
service if they do not pay within 180 days. This action is being taken
to protect against space fragmentation."
Milton and Roeland, they don't need no stinking law to direct the ISPs
it is built into the contract. What we need and fast is a law to
protect the ISPs.
Be it hereby resolved in order to maintain the integrity and proper
usage of the Internet that; There shall not be any law passed or
contract enforced which in any way infringes upon the ultimate rights of
the ISPs to direct their clients as they see fit.
