[ga] Net Sol and our gTLD registry constituency

So someone suggested I ask them for a copy of the Net Sol domain Policy
list. So I went to the website and sent my request. So this response is
pretty funny. So I guess all that criteria for constituencies is really
kind of insincere. so so so so.
