Not to complicate matters further, and if you have in mind the needs
of some developing or undeveloped countries, I bring to your attention
the fact that the Patent Cooperation Treaty has provisions wherein
residents of countries so qualifying (based on national per capita annual
income) pay half fees for their patent filings.  Not an exact parallel, of
course, but it does suggest ways of meeting this international "digital
divide."
