There is no mention of "clemency" in the rules.

There IS mention that the ruling of the moderators can be appealed to
the Chair.

The presence of an appeal mechanism is to OVERTURN a decision by a
lower authority.  An appeal by definition is a process by which a case
is brought before a higher authority for review of the decision of a
lower authority.

You can try and paint it how you want, Roberto, but the facts, and the
wording of the rules, are clear.

There is no mention in the rules of "clemency" by the Chair.

That's a nice concept, but your interpretation is not supported by the
rules.

The Chair's sole responsibility under the rules is to answer an appeal
by overturning the decision of the moderator(s) or not.

If he wants to call it clemency, he can.   But that concept does not
exist in the rules.
