I am not sure that we NEED to do this, but that it is a good idea for
" Individual Domain Name Holders" to have their own Constituency.

Certainly the NC reps should be a vehicle to which services from the
Sec. can be requested. However individual GA members should also
have this ability. So should the Chair and Alt-Chair, after all they
are elected by the GA members...
