According to the Oxford English Dictionary, the word "domain" is defined as:

domain,

noun 1 area ruled over; realm. 2 estate etc. under one's control. 3 sphere of
authority.

One question:

Who "rules", "controls", or otherwise has "authority" over a domain name?
