The current situation is this: no ICANN budgeted funds are used to pay for
any of the DNSO budgeted expenses.

I don't have the time to dig up specific evidence at the moment, but I'm
refering to the brouhaha a few months ago (Jan-Mar? ICANN budget-time) where
we argued exactly this issue. I don't exactly recall the result.
