I support the idea of regional diversity of ICANN meetings for exactly
that reason (financial).
When we met in Africa, there were a lot of Africans there that never
made a meeting in other parts of the world.
When we met in Melbourne, a lot of asia-pacific cctLD managers came that
did not come to meeting in south america (chile).
So rotating the meetings provides opportunitities to all concerned.

I understand that for you MdR could be more convenient, but probably
most
Uruguayans would find Montevideo less expensive....
