Yes, I agree with Sandy.  The "Report" continually stresses the theme of `avoiding
minority capture', but the truth is that it is suggesting an organization that is
effectively captured by a minority and continues to further the existing status quo of
ineffectual bottom-up representation.  I am not surprised.
