The Internet, and its ancestor the Arpanet, have been international for
quite a while. Checking the chronological RFC index at:
http://www.rfc-editor.org/rfc-index.html
One finds:
RFC 1 Host software April 1969
...
RFC 168 ARPA network mailing list May 1972
includes addresses in Canada, UK and Netherlands
...
RFC 588 London node is now up October 1973
This was long before TCP/IP (RFCs 760 and 761, January 1980) or the
current sort of DNS (RFC 819, August 1982).
