The ccTLDs are NOT fighting to take seats away from the at-large. Our
model involves a re-aportionment of other seats, so we get at least some
direct board representation. ccTLD in general supports at-large and
individual domain name holders constituency, (but not the idea that
at-large and IDNHC is one and the same.)
