I do not think that I am confused on this. If the alsc draft is implemented
and excludes non domain name holders then the IDNO should be open to any
individual and not limited to domain name holders. If non holding members
are included in the AL then we should limit the IDNO to holders. The second
scenario is obviously the correct one. However compromising both is not an
option.
