Milton,
I initially shared your cynical view about the motives for the agenda change.
But then I see that Karl Auerbach comes out in support of the change of 
focus, saying that focusing on security issues is overdue. Hmm.
I would like to hear Karl expound on that view. I think I know what he will 
be driving at... More root servers. Many more. But I may be missing something.

Do we not need to be driving decisions about "DNS security" that will 
directly impact on the ICANN choke-points?
Does increased DNS security not imply more distribution and less 
centralization?  More edge-control?


For me, if ICANN is here to stay, the representation issues remain central.
ICANN staff can focus on security issues at this time, but ignoring the 
long festering democratic deficit will render all of ICANN moot in the 
longer term.
The GA and the constituencies need the time and the place to discuss 
re-structuring.
