Please let us take one issue at a time.  It is, I know many peoples' understanding
that the GA is not a separate entity from ICON.  That at this point the GA cannot
raise funds for itself.  Therefor your little disingenuous statement clipped below
is really very very wrong.

In other words we will not pay for it but you can do it even though you cannot
legally pay for it.  Icann will not endorse the GA.  Will not recognize it but
they can have a club meeting in the same town as ICANN.
