Although not analogous for other reasons, there are international treaties
specifically relating to various postal and telecom issues, which do not
apply to the internet.

One of the reasons it is not analogous is that domain name registration
services provided by a US company cannot even be remotely argued to be
necessary to use the internet.

You will further note that Verizon does not have residential or business
subscribers in Bagdad.
