Nobody needs an authority to implement a new TLD. ICANN doesn't,
NewRoot doesn't, BORooN does neither.
But if anybody is setting up visible TLDs, these should rely on solid,
stable infrastructures. Stable infrastructures mean that the user
should be sure to be able to run his domain, and that this domain is
visible to the part of the world (s)he wants to address.
I look at name councils, TLD authorization and the like as the wrong
point of view. The function of a root server network is to resolve TLDs
and not to allow or reject them.
