They can, but apparently they don't - or at least, they don't know 
how to easily make use of their knowledge, or they don't want to 
make use of their knowledge.  Because, if registrants knew about 
their domains' value, and if future registrants would just buy 
domains up for expiry, professional dumpster diving would hardly be 
a profitable business model.

But back to your "ignorance postulate" - maybe you could explain in 
a little more detail why you believe this would be a good idea for 
handling domain names around their expiry/deletion?
