  Oh I very much agree with you here Thomas.  However until or unless
there is a good open and transparent process there can b no useful or
good product, just comments/observations and general discussion.
Of course all of that is fine and dandy, but it really does not provide
for a definitive reflection of the GA's position as a body on anything...

So without further adew, "Without good process there can be no
