The GA is the assembly of all the recognized constituencies (who get
to elect members to the Names Council, which in turn elect board
members) and those who are not in any constituency.
The GA can't become a constituency, so to get an equal voice in the
system, one must either fit into an existing constituency, or seek to
form a new one where appropriate.
I think that a registration service providers constituency could
easily generate enough interest to gain several hundred active
members. As a group, I think we could easily organize.
