Whether or not there is consensus on the GA list will sadly have
almost no impact on whether an official WG is set up.

But you exclude the former WGs which were set up on behalf of the DNSO
as a whole - A,B , C and D etc. They were seen to have much greater
legitimacy.

A sublist is not a WG.
