Mr. Fausett is most likely correct.  Even though the Secretariat has declared 
that the motion is passed, the NC Rules of Procedure at 
http://www.dnso.org/council/Arc05/doc00017.doc state:

2.2 Voting 
In compliance with by-law VI-B 2(h), voting will be simple majority vote. To 
pass a motion must attain a majority of the votes cast.

There were 20 votes cast.  10 is not a majority.  This vote motion should not 
have been declared as adopted.
