Hello.
The 5000 threshold was the minimum membership required by the board for
the 2000 election.
It can be very difficult to send very small amounts of money. Many
credit cards have minimum transaction amounts, I believe wire transfers
have a minimum. Local aggregation may be a sensible way to go (has its
own difficulties - example, lack of time available to set up structures
capable of handling other people's money?) I personally don't agree
with the fee model (see the NAIS report), but if that's the way we've to
go, then there are ways it could work in a reasonably equitable manner.
