[ga] Cheap easy and reliable AL elections

We have been around longer than any other group.  Fitug failed, NetSol
failed other groups have not even made a mark.

We have a voting mechanism and could get volunteers to validate every
single email address just for fun.

We already have a decent amount of members.  We have a rules list and a
"full" list.

Quite literally the GA could hold the registration process and elections
for AL BoD seats starting whenever.

Per the agreement for the earlier registration ICANN could send out two
messages to all registered before which could be monitored and validated
by our duly elected watchdog committee with no offence to privacy.

Extra funding could be garnered from a source to go directly to our
secretariat, small amounts by many.
