The establishment of consensus is not a precondition to carrying views to the 
TF.  All relevant comments (whether you consider them to be minority or 
majority) must be forwarded.  Disregarding anyone's comments is antithetical 
to the principle of open and transparent notice-and-comment provisions upon 
which this organization is based.
