This raises legal and business costs enormously. Good for the lawyers,
but not for everyone else.
I think a domain name is a privilege, not a right. Registrants have the
possibility to keep their WHOIS data private simply by not buying a
domain name, in which case they'd not be bound by the registrant
contract.
