[ga] Reseller hiding WHOIS info
I received a solicitation by mail to register a .us domain. The letter had a
return address in Singapore (a PO box). As I looked into the details of this
service provider, I noted that the WHOIS database provided no telephone or
fax contact number and that it was under registrar lock. The organization
that sent this letter, IRWW, doesn't appear to be either an ICANN-accredited
registrar nor a .us accredited registrar, nor have a phone listing available
through NY directory information. Its service contract doesn't specify a
registrar-of-record either.
Questions:
1. As consumers, don't we have a right to know the full contact details of
domain registration providers?
2. Why are such details not available through the WHOIS in this instance?
3. If a registrar provided the registrar lock service, isn't that registrar
aware that the WHOIS details are incomplete? Isn't this a willful violation
of section 3.3.1.7 of the RAA?

Note: To help prevent malicious domain hijacking and domain transfer
errors, the registrant for this domain has chosen to prevent its
transfer. Any attempted transfers will be denied at the registry.
The apparent authority (registrant) for the name must unlock the
name at the current registrar in order for a transfer initiation
to succeed.
