Yes, indeed, that changes happen.
We had .zr (Zaire) which was created in 1996:
960926 Zaire (Republic of) top-level domain (ZR2-DOM)
and later on .cd (Congo Democratic) created in 1997:
970820 Congo (The Democratic Republic of the) top-level domain (CD27-DOM)
because Zaire changed its name to Congo Democratic.

But it is exceptional that a ccTLD can be removed from
the root, and .zr was indeed an exceptional case.
