That would only serve people who had no experience in ICANN at all,
which would only play to ballot stuffers. In fact, it would be better
to add a significant time requirement. In most elections you have to
register some period of time *before* you vote. Given the complexity of
the issues, the GA should require at least 6 months membership on the
lists before you could vote.
