A large number of brand new people expressed statements of support to a
candidate. Of course the matter was investigated, but dropped as soon as
endorsement from 10 valid individuals was found.
Should this not have been the case, you bet that the matter would have been
investigated further.
I don't know what you mean exactly by "if the outcome of the election had
been different". If you mean "if the result of the vote would have been
altered by inclusion/exclusion of the doubtful ballots", the answer is "yes,
the ballots would have been investigated further".
On the other hand, if the few questionable ballots do not influence the
result, there is little motivation to do the extra work: the case is only
useful to check whether the voting rules can be improved to
diminuish/eliminate grey areas for the future.
