The GA is not an organization, it is a component of a larger entity.
Ultimately, the purpose of the GA list is to supply useful input into
the ICANN policy development process. Despite the best efforts of some
of the participants, the list as a whole is not doing a very good job at
fulfilling that purpose.

Recall the old domain-policy list hosted by Network Solutions? After
many years of letting the list run wild, it was shut down in an instant
because their lawyers told them to.
