Thanks for the clarification.
I note that the RAA stipulates that "any such fees must be expressly approved
by registrars accounting, in the aggregate, for payment of two-thirds of all
registrar-level fees". Just speaking on a hypothetical basis, if one
dominant registrar decided to withhold such express approval, wouldn't such
action effectively cripple the budgetary process? This particular language,
as written, strikes me as "bad policy". Wouldn't it be more prudent to
request approval by two-thirds of all accredited registrars instead? A
single party should not have the power to jeopardize the overall budget,
should they?
