IMHO, nothing is stopping VeriSign, they are on track to launch. My guess is
that the only reason the Staff referred the issue back to a DNSO TF (whose
opinions and processes they could not care less about) is for damage
limitation purposes. Anything process, however inconvenient, that limits
potential future lawsuits from the industry leaders that will go bust as a
result of WLS introduction, can only be worthwhile. From the ICANN BoD view,
it's far better to say that community consensus was divided, than for the
Board to take a clear cut position on a controversial issue.

The real question is: what benefit can ICANN Staff possibly gain from
stopping WLS?
