[ga] Mouhamet Diop to the ICANN Board

According to a message on the AfrICANN list,
the ASO has just chosen Mouhamet Diop as ASO 
member on the ICANN Board.

If this is correct, the incumbent, Rob Blokzijl,
has not been re-elected.
